IWA staff - supporting our members.

The Associations day-to-day affairs are managed by permanent staff in London, The Hague, and regional offices under the direction of the Executive Director. The duties are diverse and include:

  • Support for the activities of the Specialist Groups, interest groups, Task Groups, and Association strategic programmes
  • Support for the IWA Governing Assembly and Board of Directors
  • Support for the Strategic Council and Association Committees
  • Biennial and annual conference planning and execution
  • Editorial management and marketing of all IWA publications
  • Membership management and marketing
  • Financial and systems management.

Paul Reiter, Executive Director
Paul Reiter is the Executive Director of the International Water Association – an organization that serves as the global network for water professional with approximately 10,000 members in 120 countries.  He is a leading figure in international and regional water issues with nearly 30 years experience in utility project innovation and utility management in the areas of water, electricity and solid waste.  Through this period he has worked as a utility leader, private consultant and as an association director.

Paul’s experience in water has focused on sustainable urban water management including water resources optimization for human and environmental needs, water efficiency and reuse, urban drainage, and waters sensitive urban design.  On the management side, Paul has been a leader in change-focused utility management and leadership, including the pioneering of innovative procurement methods for large scale capital projects in the U.S.  Paul has co-authored two books, contributed many articles, and speaks throughout the world on the leading challenges facing the water sector including climate change adaptation and innovation in delivery of international support to water-related development assistance.

Armand van Oostrom, Chief Operating Officer
Responsible for the areas Finance, HR, IT and Legal and office management for the The Hague office in conjunction with Nathalie Bovenberg. Armand joined IWA in December 2007 from PartnersinPerspective, (now re-branded to Dutch), where he lead projects in the Energy and Banking sector.

After his graduation from the University of Maastricht, Netherlands (MBA and Economics), Armand worked as a business consultant across Europe for 7 years. Amongst the projects he managed were projects for Dutch water supply companies. He then joined GateGourmet (airline catering) as their Operations Director in London. He moved back in 2000 to the Netherlands to become the Operations and Finance director of the Dutch importer and distributor of the prime Italian food brand. Armand speaks Dutch (native language), English, German and basic French.

Nathalie Bovenberg, Executive Assistant
Nathalie manages a range of activities at IWA Headquarters, primarily assisting Paul Reiter, Armand van Oostrom and the Board of Directors. Prior to joining IWA in 2008, Nathalie worked with a Dutch transportation company, EVO, as Events Coordinator. During that time she was able to expand the department into profitable business.

Until September 2001, Nathalie was involved in setting up telecom companies worldwide and was based in various countries. In her four years with WorldxChange / Worldaccess, she was a key person in the acquisition process of various subsidiaries worldwide and he development of the subsidiaries in all its facets, planning of strategy and business plans. She was also responsible for setting up all operational departments within many subsidiaries and the establishment of the European Corporate Office in Amsterdam. After September 2001, Ms. Bovenberg was appointed the COO. for Muxum Data Communications assisting the CEO in all activities. Nathalie speaks Dutch (mother tongue), English (Fluent), German, and French.

Mari Menken, Office Manager
Mari is responsible for the smooth and efficient running of the facilities and daily work in The Hague office. Shes the first contact with questions about telephones, mail, office supplies, copying, cleaning, safety and general office duties. Mari comes originally from Finland and speaks Dutch and English fluently. She has worked in several international companies in Finland, Belgium and the Netherlands.

Keith Robertson, Director Global Programmes, Events & Finance
Keith has been with IWA since 1994. At present he is holding the position as Programmes Director and, as such, manages the team with responsibility for all activities of the specialist groups, events and programmes team. Keith graduated with a BSc in Chemistry (1992) and went on to take a PG Diploma in Water Management (1994). Since joining IWA in June 1994, Keith has had various responsibilities and fulfilled a number of roles within the organisation including: preparing the technical programmes for IWAs World Water Congresses and Leading-Edge Conferences; supporting the activities of IWA Specialist Groups, and coordinating the Cities of the Future, Water Climate and Energy, and Managing Utilities and their Assets programmes.

Hong Li, Specialist Groups Manager
Hong joined the IWA team in 2009. Based in the Hague office, her work focuses on supporting and developing specialist group interactions and coordination of specialist groups and their activities, including associated task groups and working groups and group committee meetings.

Hong holds a Doctoral degree Cum Laude on Environmental Hydroinformatics, which was a joint research programme between UNESCO-IHE, Delft University of Technology and Deltares (formerly WL|Delft Hydraulics). In addition, she has Master degrees on both Hydrology and Hydroinformatics. Before coming to the Netherlands, she had participated in several national or regional projects while studying in State Key Laboratory of Hydrology-Water Resources and Hydraulic Engineering, Hohai University in China. After that, she had worked in the information centre of the housing property department, real estate bureau, in Nanjing as a civil engineer for more than 4 years. Her job was related to the development and maintenance of the Nanjing housing property information system.

Hong has been living and working in the Netherlands as a researcher, teaching assistant and supervisor for several Master students in the Department of Hydroinformatics and Knowledge Management in UNESCO-IHE, whilst studying for her PhD. She has produced quite a number of publications for international conferences and international peer-reviewed journals. Hong speaks English (fluent) and Manadarin (native).

Elizabeth Barton, Conference Officer

 

 

Orsolya Bagdi, Conference Assistant

 

Orsolya joined IWA in June 2011. Based in The Hague office, she is working closely with Hong Li, Specialist Groups Manager and Elizabeth Barton, Conference Officer.  Her main responsibilities are supporting and liaising with IWA Conference Organisers. She supports the development of the technical programme for IWA’s conferences which includes coordinating submissions and reviews of papers through IWA’s online submission and review system.
Originally Orsolya comes from Hungary, she graduated from University of Szeged as an Event Organiser and Teacher of History. She speaks Hungarian and English fluently and is learning Dutch.

 

Tom Williams, Regional Group and Programmes Director
Tom joined IWA in 2003 to support the development of the World Water Congress technical programme. Tom is based in the Hague office and coordinates programmes related to Water Supply and Safety, including drinking water quality and Non-Revenue Water. Tom also supports IWA regional programmes in the Middle-East and North Africa (MENA) and Latin America and the Caribbean (LAC). Tom is the staff member responsible for supporting the Strategic Council and Programme Committee in their respective key tasks of developing the Associations Strategic Plan and the technical programme for World Water Congresses.

 

Ger Bergkamp, Regional Group and Programmes Director
Ger has a background in environmental and water related sciences and a wide range of experience both in field level projects and water and environment science-based policy work throughout Latin America, the Mediterranean, Africa and South and South-East Asia at the international level.

He developed and lead the Water Initiative and Programme for IUCN - The International Union for the Conservation of Nature from 1997 to 2008. After that he was the Director General of the World Water Council until the end of 2010. Ger brings to IWA a sound experience in water management with a particular emphasis on environmental issues. Over the last 15 years, he has brought together stakeholders from different sectors to solve water challenges around the world, building on sound scientific knowledge and hands-on local solutions.

Frances Lucraft, Programmes Officer
Having joined IWA in June 2006, originally in a role as Programme Officer for Specialist groups, Frances moved teams in January 2009 to work with the IWA Development Solutions (DS) department. Now working as Programmes Officer she has the Young Water Professionals Programmes in her portfolio. Frances' primary role is planning, designing and managing the implementation of a series of programmes, projects and outputs.

Since 2002, Frances has pursued career options that aim to involve working for a NGO, specifically on International Development issues, having previously gained a BScEcon in International Development (2005). Frances has worked on various overseas water related and development projects, including: Guyana (Severn Trent International); Belize (Cornerstone Foundation); and Nepal (World Bank). Before joining IWA, Frances worked for the NGO Education Action International, (formally know as the World University Service), as well as conducting a short internship at WaterAids head office, in London.

Diana Oonk, Management & Team support
 

Jonathan Parkinson, Programmes Manager
Jonathan is a civil and environmental engineer with a PhD from Imperial College, specialising in sanitation, wastewater management and stormwater drainage systems. He focuses on the provision of urban infrastructure and service delivery arrangements for low-income communities involving appropriate and innovative technologies, financing and management solutions. He has over 15 years of relevant work project and research experience during which time he has undertaken assignments for a wide range of development agencies and non-governmental organisations requiring consultancy for project and programme design, strategic planning, policy development and evaluation. Jonathan has worked mainly in Asia and Africa but he has also undertaken assignments in Brazil where he lived with his family for 4 years. Jonathan has published widely in journals, is co-author of two books and is on the editorial board of the 'Waterlines' journal.

Kirsten de Vette, Programmes Officer
Kirsten supports the work of IWAs Development Solutions Department, she has been with IWA since September 2009. After obtaining a bachelors degree in International business administration in 2006, Kirsten decided to pursue a career in development work. She worked for ashort while for the Dutch embassy in Costa Rica to gain work experience abroad working with local government, companies, farmers and Dutch companies based there.

Subsequently she travelled through Central America to come back and start a Master degree specialising in Rural Development Sociology. This is where she gained field work experience in an earthquake affected area in Peru where she investigated The mobilisation of social networks in households recovery. Additionally she assisted a NGO working on reconstruction in the area.

Chloe Menhinick, Director Membership, Marketing & Communications
Based in the Hague office, Chloe has been working for IWA since April 2005 in the Membership, Marketing & Communications Department. In addition to the management and ongoing development of IWA membership, marketing and communications activities, Chloe is responsible for  the IWA Women in Water Programme and the IWA Fellows Programme.

Chloe graduated from The University of Birmingham in 2003 with a 1st class honours in Political Science & International Relations after which she spent time teaching English and learning Chinese in the Jilin province of China before joining IWA. During her initial years at IWA, Chloe completed an MA in Diplomacy and International Studies at the London School of Oriental & African Studies (SOAS), London - specialising in Sino-US relations & Human Rights.

Francesca Papa, Membership and Marketing Manager
Francesca joined IWA in June 2009 to support the Membership Team. Her main responsabilities are to lead and support the team in its membership marketing initiatives including campaigns, marketing material development, the coordination of membership appeal and renewal communications and the development of IWA Merchandise. Francesca studied Marketing and Communications at the Sapienza University of Rome and in 2007 she received her MA with a thesis project in collaboration with the Erasmus University in Rotterdam. Part of Francescas studies included collaboration with several large Italian companies to develop marketing and communication programmes, with particular emphasis on employer branding. Francescas previous work experience concerns human resources, in the recruitment department of an international architecture office. She speaks Italian, English and Spanish.

Shanshan Cong, Database Manager & Analyst

Based in the The Hague office, Shanshan contributes to the development and implementation of our membership marketing strategy to retain and recruit members through the application of various analytical methods. These Methods help to identify key needs and motivations of our members around the world.

Shanshan has obtained a master degree in Social Sciences from the Katholieke Universiteit Leuven (Belgium) and a MA in Marketing Analysis from Ghent University (Belgium), She has worked on projects with SAS Corporate (BELUX), Extraflim and Insites consulting company. She is very familiar with software tools  such as SAS, Oracle SQL, PL/SQL, Matlab and SPSS. Shanshan is a certified BAse Programmer & Advanced Programmer for SAS9. She spreaks Chinese, English and Japanese.

 

(Thas) Satkunam Murugathas, Financial Controller
With IWA since February 2002, thas is the Financial Controller of IWA. His key responsibilities include management reporting, statutory reporting, financial control, audit compliance and treasury management. Thas is of Sri Lankan origin and have been living in UK for the past 15 years. He started his accountancy career in September 1993 as a trainee and progressed through structured training programmes with one of the top three Chartered Accountants specialising in not for profit organisations.

Gladys Ng, Manager (East Asia & Pacific)
Gladys is responsible for the development and management of IWA's programmes and membership activities in East Asia and Pacific.   Although she is new to the water industry, she has more than 13 years of extensive experience in event management, public relations, marketing and communications in the hospitality industry.  Prior to joining IWA, Gladys was with Resorts World Sentosa, Singapore's first integrated resort.  She was then responsible for the overall strategic marketing planning and execution for the 3 major business units - Food and Beverage, Hotels and Retail; wholly owned by the resort.

Tao Li, Director China
Tao Li graduated from Xian University of Architecture & Technology with Bachelor degree in 2001 and finished PhD degree with Environmental Engineering in Chinese Academy of Sciences in 2007. Prior to joining IWA, Tao worked as an assistant professor in Research Center for Eco-Environmental Sciences, Chinese Academy of Science for two years, with engaging in several national research projects, especially in drink water quality control. Now, Tao is in charge of IWA China regional office, located in Beijing, and works closely with local partners such as administration, academia, utilities and industries to deploy relevant events, programs and activities in the region.

Rose Lang, Manager China

 

Sarah Tibatemwa, Director Africa
Sarah manages the IWA Africa office and her primary role includes but is not limited to supporting the implementation of IWA programmes in the region. Until January 2009, Sarah was the Quality Control manager with the Uganda National Water & Sewerage Corporation (NWSC), Kampala. During her eleven years with NWSC, she was in charge of water quality monitoring of several NWSC water service areas to ensure drinking water quality conformed to the National Drinking Water Quality standards, and that effluent from the various NWSC sewage treatment facilities met the National standards for effluent discharge. She was specifically in charge of Water Safety Plan development and implementation for NWSC.
Sarah is a holder of a Bachelor of Science degree in Chemistry from Makerere University, Kampala, and a Master of Science degree in Water and Environmental anagement from Loughborough University, UK. She speaks English (fluent) and Kiswahili (working knowledge).
