IWA Honorary membership recognises individual members or employees of corporate members of IWA who have made an outstanding contribution to the Association and to the water sector.

was, until May 2012, Vice President for Relations with Institutions and European Affairs for Suez Environnement, one of the two global leading companies in environmental services (water and waste management), headquartered in Paris. His duties included relationships with international institutions involved in water and waste management (intergovernmental institutions and non governmental organisations), with professional associations, as well as with universities and research centers working on public service policies and economic development.
Now retired, Jacques has nearly 40 years of professional experience in water management, shared between the public and private sectors. His experience covers Public Services in Water Supply & Sanitation , Water Resources, Irrigation, small scale Hydropower, Management of Engineering Companies, Local Authority Investment Planning.
He graduated from Ecole Polytechnique de Paris and then from Ecole Nationale du Génie Rural des Eaux et Forêts (ENGREF), specialized in Water and Environmental Engineering. He has spent part of his career in decentralised departments of the French ministries of Agriculture and the Environment, and in publicly-owned companies dealing with development and operation of multipurpose water infrastructure in Southern France and in developing countries.
He joined the Lyonnaise des Eaux group (now Suez group) in 1989 as Deputy Managing Director of Safege Consulting Engineers, a group of companies involved in water and environmental engineering services with a worldwide activity. He also served as CEO of a subsidiary specialised in geophysics and geosciences .
In 1998 he moved to the mother company Suez as development director in charge of new businesses in Water Resources Management (non conventional water resources , services to irrigation associations , etc …) .
Jacques Labre is a member of the Executive Committee of AquaFed (International Federation of Private Water Operators), and of the Board of Governors of the World Water Council.
He is also giving lectures and courses on Water and Sanitation services management, notably at the UNESCO – IHE Institute for Water Education at Delft (the Netherlands) and Agro ParisTech (France) .
is professor in Industrial automation and since 2006 professor emeritus at Lund University, Sweden. He has devoted his research to control and automation in water systems, electrical power systems and industrial processes. His research has lately been focused on the water-energy nexus.
From 2006 to 2008 he was part time professor in electrical power systems at Chalmers University of Technology, Sweden. Every year since 2006 he has been visiting professor at the Technical University of Malaysia (UTM) and at the Tsinghua University in Beijing, China. He is honorary faculty member of the Exeter University in UK. Gustaf has served in various positions within IWA, the International Water Association: as chairman of the ICA Specialist Group, and in the Strategic Council. Between 2005 and 2010 he was the editor-in-chief of the journals Water Science and Technology and Water Science and Technology/Water Supply. From 2007 to 2010 he has been a member of the IWA Board of Directors.
Gustaf has guided 23 PhDs and a few hundred MSc students to their exams. He has received the Lund University pedagogical award for “distinguished achievements in the education". The Lund University engineering students have elected him as the “teacher of the year”. In 2010 he received the IWA Publication Award and in 2012 he has been awarded Honorary Doctor at the Technical University of Malaysia (UTM). He has spent extended periods as a guest professor and visiting researcher at universities and companies in the USA, Australia, Japan, Malaysia, and China and has been invited as a guest lecturer and speaker in 19 countries outside Sweden. He has authored 8 books in English - some of them published also in Russian, German and Chinese - and contributed with chapters in another 16 books as well as about 140+ scientific publications. His most recent book called “Water and Energy – Threats and Opportunities” (IWA Publications) was released in June 2012. He has an organist degree and plays the organ regularly in churches in Sweden.
